Summary
As a Project Manager, you will manage projects for Department of Defense or civilian agency professional services and information technology products and services with a specialization in cost reimbursable acquisitions. Location of position: Federal Acquisition Service, Assisted Acquisition Services, Acquisition and Procurement Center of Excellence. We are currently filling nine vacancies, but additional vacancies may be filled as needed.
Duties
Manages project management activities to meet the federal government's information technology (IT) services and professional services (PS) needs in the most economical, effective, and efficient manner possible while ensuring projects are executed in compliance with applicable regulations, statutes, and policies. Assigned projects are government-wide in scope with global impacts and directly involve the national mission of the agency, and may involve U.S. national interests. Facilitates the development of interagency agreements between FAS and the customer agency. Prepares or assists customers with the development of Statements of Work (SOW) or Performance Work Statements (PWS). Collaborates with Contracting Officers, providing acquisition solutions to meet agency needs, and demonstrates an understanding of various contract types (e.g., Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF) etc.). Serves as a GSA liaison to the client in all phases of project management and task order administration. Maintains an understanding of the technical environment of the assigned portfolio through routine client engagement. Manages the unique elements of cost reimbursable contracts(e.g., Cost Plus Award Fee (CPAF) and Cost Plus Fixed Fee (CPFF). Defines and communicates technical and contractual requirements to meet client needs. Identifies appropriate strategies for acquisitions and manages associated risks effectively. Steward of client funding including: performing in-depth financial tracking, forecasting, reporting on client funding, which is critical to the success of client projects.
Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job. Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position The incumbent of this position may be subject to drug testing. Position requires temporary duty business travel approximately 25% of the time.
Qualifications

The GS-13 salary range starts at $106,437 per year and varies by location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience managing cost reimbursable contracts (e.g., Cost Plus Award Fee (CPAF) and Cost Plus Fixed Fee (CPFF)) for Information Technology (IT) and/or Professional Services (PS) projects. Such experience must include: Project management; monitoring contractor performance; financial management; and the application of procurement practices and techniques to perform contract administration, management and closeout.
Evaluations
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Skill in managing projects impacted by multiple competing priorities and requirements to meet defined goals and objectives and in allocating fiscal, staff, and time resources to produce maximum results. Knowledge of the laws and regulations governing acquisitions in the Federal government. This includes detailed knowledge of the federal acquisition process to ensure the technical accuracy and applicability of products and services furnished by the private sector. Skill in communicating with current and potential clients to develop an understanding of clients' needs and the means to address them. Knowledge in managing a variety of contract types (e.g., Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), etc.). Skill in managing projects, which may include multiple stakeholders and funding sources. Skill in managing the financial aspects of a project to include planning for the optimal use of client funds. Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
