Summary
This position is within the Office of Human Resources. As a Management and Program Analyst, you will provide advice to management officials on workforce planning initiatives and processes, manpower and organization design and implementation for the National Nuclear Security Administration. Duties
As a Management and Program Analyst, you will: Manage the workforce planning program and provide input on the development of the vision, direction, goals, and objectives of the program to enable the Agency to accomplish its mission and bridge the gap between the present and future organizational workforce requirements. Manage organizational and position data into the HR system of record, provide senior-level guidance and technical support to management on system-related HR issues, workflows, and organizational or procedural changes, and conduct audits to identify and resolve data discrepancies and maintain data integrity. Assist in devising and recommending integrated approaches to workforce planning and management, providing long-range program plans, goals, objectives, and milestones. Analyze workforce trend data to project future workforce trends and identify resource requirements to optimize workforce planning initiatives. Conduct and manage a variety of complex mid and long-range studies.
Requirements
You must be a United States Citizen. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment. This position has been designated as Critical Sensitive and requires a security clearance at Q Access. The selectee is required to obtain and maintain this clearance; failure to do so may result in separation from federal service. You are required to submit OGE-450, Confidential Financial Disclosure Report within 30 days of entering the position and annually. You may be required to successfully complete a one (1) year probationary period.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-2 or GS-12. Specialized experience for this position is defined as experience gathering workforce data from multiple HR systems to idetntify trends, conduct studies, forecast long-term workforce requirements and provide recommendations to management officials. Time-in-Grade/Band: Current Federal employees must have completed 52 weeks in a position equivalent to the next lower band (NQ-2) or GS-12. CTAP/ICTAP candidates: CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
